Protecting our country's resources: the states' case (2008).
The IOGCC Orphan Well Task Force, comprised of IOGCC representatives from member states, was formed in order to address the requirements related to section 349 of the Energy Policy Act of 2005. In the summer of 2006, the Task Force drafted the Plugging Prioritization Schedule for Orphaned and Abandoned Wells in response to the Act. The schedule provides a weighted scale to assist states with the prioritization of orphan wells in need of plugging.
The following fund disbursement framework is prepared as part of a cooperative agreement with the United States Department of Energy (DOE) National Energy Technology Laboratory.
